What deletion does inside the file
Deleting pages rebuilds the PDF with the remaining page objects, dropping the removed pages and any images or fonts only they referenced. That's why deleting scanned or image-heavy pages shrinks the file dramatically — each scan page carries hundreds of kilobytes of image data — while deleting text pages saves little. The remaining pages are copied untouched: no re-rendering, no quality change.
Delete vs. Extract vs. Split — pick the right tool
All three subtract pages; the difference is what you keep. Delete removes the pages you list and keeps everything else as one file — right for dropping blank scanner backs, cover sheets, and outdated appendices. Extract keeps only the pages you list — right when the pages you want are fewer than the pages you don't. Split breaks the document into multiple files at boundaries — right for separating distinct documents. A quick heuristic: count what's smaller, the keep-list or the remove-list, and use Delete or Extract accordingly.
The cheapest way to shrink a PDF
Before reaching for compression, delete.
